Mannheim is located on the river Rhine in the south-western part of Germany. The municipality is the economic centre of the Rhine-Neckar metropolitan region and has a population of 324,000. The city signed the Covenant of Mayors in 2010, submitting its Sustainable Energy Action Plan (SEAP) one year later.
To reach its energy targets, Mannheim devised an action plan which includes 60 measures. After setting up an infrastructure with the Climate Protection Centre and the Climate Protection Agency, Mannheim is now developing energy guidelines for municipal buildings, setting standards for new and refurbished city-owned buildings. Additionally, the city is planning to set up climate protection guidelines for urban planning.
Other already implemented measures concern an energy self-sufficient waste water treatment plant and a photovoltaic power plant on the city dump. In terms of sustainable transport, the city envisions a decrease in single-car use through initiatives such as the extension of public transport infrastructure, the expansion of car-sharing and bicycle traffic.
Targets:
- 40% reduction of CO2 by 2020, compared to 1990 levels.

21-point cycle traffic plan towards a cycle friendly Mannheim, aiming to increase the share of cycle traffic to 25% by 2020; and
