Sunderland is a medium-sized city, with a population of 283,500, on the north east coast of England. Sunderland is a signatory city to the Covenant of Mayors, and the first UK city to submit a Sustainable Energy Action Plan (SEAP), in February 2010. Also in 2010 Sunderland launched its Economic Masterplan, with a strong focus on making the city ‘a national hub of the low-carbon economy’.
The city’s Local Transport Plan 3 covers the period 2011-2021 and aims to show how transport can address some of the key challenges of the area, including economic regeneration and climate change. Future growth is likely to focus on low carbon industries as, for example, Nissan will begin manufacturing electric vehicles in the city.
In terms of energy efficient buildings and districts, the main measures address public buildings and housing developments, for example by: refitting boilers in schools; replacing lighting in public buildings; and upgrading loft and cavity insulation in hard to treat houses and civic buildings. Sunderland will achieve its targets under the Climate Change Action Plan through a range of mitigation and adaptation measures. Sunderland City Council will reduce CO2-emissions from their own operations, through energy saving measures, and is also investigating renewable energy measures, which has so far concentrated on solar PV, wind and biomass.
Targets:
- 29% reduction in CO2 by 2020 compared with 2005 levels
Examples of local initiatives:
-
Pilot programmes – Plugged in Places; Switch EV
-
Hybrid and Ultra Low Carbon Diesel Bus deployment
-
Policy Review on mainstreaming low carbon vehicles into the operational fleet
-
Partner in the North East Smart Ticketing Initiative (NESTI)
-
Installation of Combined Heat and Power (CHP) Systems in swimming pools
