Tampere is an inland city in the south of Finland, with a population of 210,000. It is located between two lakes, Näsijärvi and Pyhäjärvi, the channel between which provides the city with a source for the generation of electricity.
The city is aiming to be a forerunner for Europe in the field of energy efficient buildings and districts, and as a partner in the CASCADE project, is working towards that goal through measures such as: economic incentives for eco-efficient houses; and the development of tools for eco-efficient urban planning.
Tampere is a signatory of the Covenant of Mayors and submitted its Sustainable Energy Action Plan in 2009.

30% reduction of CO2 emissions by 2030, compared to 1990 levels
